Legal assistance cells launched in each panchayat under MASS: Odisha

The state government has come up with yet another scheme, ‘Madhubabu Aain Sahayata Sibir (MASS)’.

Under the scheme, the state government would set up legal assistance cells in all 6,812 gram panchayats across the state to provide free legal consultations to deprived sections of the society at the grassroots.

Informing about the scheme, law secretary Bibhu Prasad Routray said, “Madhu Babu is considered as the first lawyer of Odisha. Hence, the scheme was named after him”.

  • The scheme is aimed at revamping the socio-economic structure at the grassroot level by making citizens aware of their rights and by providing free legal advice at the door steps.
  • The cells will be functioned in the Bharat Nirman Rajiv Gandhi Seva Kendra building or in gram panchayat office building and it will operate once a week preferably in the weekend.
  • “A practicing lawyer with minimum three years of experience would head the legal cells according to the recommendations of a selection panel led by district collectors. Women lawyers would get preference for the job,” official sources said.
  • The legal assistance lawyer, who would receive Rs 500 per sitting as remuneration, would help people especially the women, children, senior citizens, SC, ST and socially and educationally backward to resolve long pending litigations.

As the panchayati raj department has already given his consent for running the cells, the gram rojgar sevaks and panchayat executive offices with a good hold over their area are assigned to identify the person in need of legal assistance.
