Educational Schemes of Tamil Nadu

During 2012 – 13 the government of Tamilnadu has released a citizens’ charter wherein all the details of welfare schemes available to Backward., Most Backward , Denotified communities and Muslim Minorities in the state with details of government agencies which are being involved in implementation of those schemes. 69% of total population of Tamilnadu belong to the above categories. All the schemes are aimed at socio economic and educational development of those sectors.

Reservations play an important role in upliftment of socially, economically and educational backward communities. So, the government has announced reservation policy of the state as follows.

1 Scheduled Castes 18 % **
2 Scheduled Tribes 1%
3 Backward Classes (excluding the Backward Class Muslims) 26.5 %
4 Backward Class Muslims 3.5%
5 Most Backward Classes / Denotified Communities 20%
TOTAL 69 %

 

** (16% of the seats reserved for the SCs are offered to Arunthathiyars on preferential basis)

The district and taluk level officials are entrusted with powers to issue community certificates to ensure the fruits of the schemes should reach the targeted groups.

EDUCATION:

Without education no society can achieve economic development. Hence education is focused a lot and number of concessions, scholarships and prize monies are announced for students at prematric and post matric education level. Some of those schemes are discussed hereunder in brief.

Kallar Reclamation Schools: For the educational development of denotified communities in the district of Madhurai, Dindigul and Theni, these schools were opened. Even English teaching schools are also started. The top scoring students (Boy or Girl) in public examinations are being awarded cash prizes also.

One First Prize 10,000/- , One Second Prize 7,000/- , Three Third Prizes 5,000/- each

Concessions available to the students of Kallar Reclamation Schools are given below:-

The department also run hostels for boys and girls near the colleges and schools to accommodate the students from the above said communities, wherein free boarding and lodging are provided,

(I)School Hostel Admission criteria: 1. Student (Boys/Girls) should study from 4th Standard to 12th standard. 2. Parental annual income should not exceed Rs.1,00,000/- 3. Students’ residence should be more than 8 Kms. from the educational institutions. (This condition is not applicable to Girl Students.)

(II) College Hostel: Admission criteria: 1. Student should study in Diploma., U.G and P.G. course. 2. Parental annual income should not exceed Rs.1,00,000/- 3. Student’s residence should be more than 8 Kms. from the educational Institutions. (This condition is not applicable to Girl Students.)

The following facilities being provided at hostels

Food charges: Rs.650 per student p.m. (wef.20-09-2011)

School Hostel : Rs.750 per student p.m. (wef.20-09-2011)

News Papers: One English and two Tamil dailies are supplied to the8Schools/ College Hostels.

Medical Checkup : Three times in a year

5 additional seats have been exclusively created in all the hostels to accommodate children of Tamil refugees who reside in camps.

3% seats in hostles are reserved for physically challenged students also.

Children rescued from child labour are permitted to join hostels during any time and permitted to stay in the hostels till completion of their courses.

PRE-MATRIC SCHOLARSHIP SCHEME:

Government has waived special fees from class 6th standard to 12th standard who are studying Tamil as medium of language in government and government aided schools, and examination fees for 10th standard students in the above said school. In addition to these concessions number of prematric scholarship schemes, prizes and awards also announced to the students belonging to these sectors.

Conditions for Backward Classes Students

1. The income of the parents should not exceed Rs.1,00,000/-

2. There should be no graduate in the family.

Most Backward Classes and Denotified Communities Students No conditions

Postgraduate, Diploma, Professional and Research Courses in Govt./Govt. aided colleges. for BCs.MBCs.& DNC

 

Special fees, Tuition fees and Book-Money as prescribed in the Scholarship Notification and examination fees in full.

Conditions

The income of the parents should not exceed Rs.1,00,000/-

3 Free education scholarship for three year U.G. degree Courses (B.A., B.Sc., & B.Com.,) Backward, Most Backward Classes and Denotified Communities students studying in 3 year degree courses in Government and Government Aided Arts and Science Colleges. Special fee and other nonrefundable compulsory fees are paid as prescribed by Government and examination fee in full.

No conditions are stipulated

4 Free education scholarship for three year Diploma (Polytechnic Courses) Backward, Most Backward Classes and Denotified Communities students studying in 3 year Diploma courses in Government and Government Aided Polytechnics Tuition fee, Special fee and non-refundable compulsory fees are paid as prescribed by Government and examination fee in full.

Condition

1) The income of the parents should not exceed Rs.1,00,000/-

2) There should not be any Diploma /Graduate in the family.

5 Free education scholarship for Professional Courses (Engineering, Medical, Agriculture, Veterinary and Law) Backward, Most Backward Classes and Denotified Communities students studying in Government and Government Aided Professional Colleges and in Self Financing Professional Colleges under Government quota. Tuition fee, Special fee and other non-refundable compulsory fees are paid as prescribed by Government and Examination fee in full.

2) There should be no graduate in the family

In addition to the above concessions Government has announced some prizes at state level as well as at district level also. They are….

Prize Schemes to the Students –

Eligibility:

  1. Student should belong to the BC, MBC and DMC only
  2. Income is not a bar
  3. Student studied in Government/Government aided or private schools
  4. Tamil should be studied as first language
  5. Student should not be a recipient of prizes from education department to receive prize from this department and
  6. If more than one student get same marks all will be awarded prize money

PERARIGNAR ANNA MEMORIAL AWARD

Perarignar Anna Memorial Award is awarded to the boys and girls who secure the first and second ranks in the 12th Public examination in each District and pursue their studies in professional colleges in Tamil Nadu.

Eligibility

  • Should belong to BC/ MBC/DNC.
  • No income limit

Prize Amount –   Rs.5000/- per annum for 4/5 years

* Note: If more than one student secures same marks, awards are granted to all of them

THANTHAI PERIYAR MEMORIAL AWARD

Thanthai Periyar Memorial Award is awarded to BC/MBC/DNC students who join Polytechnic courses in each district with the highest marks in 10th Public examination

Eligibility

  • Should belong to BC/ MBC/DNC.
  • No income limit

Prize Amount –  Rs.5000/- per annum for 3 years

* Note: If more than one student secures same marks, awards are granted to all of them

Scheme for Meritorious students to pursue Higher Secondary Education in the best schools of TamilNadu

Financial assistance is given to 10 students from each district who secure the highest marks in 10th Public examination by studying in Government High Schools to pursue their higher secondary education in the best private schools of their choice in Tamil Nadu

Eligibility

  • Should belong to BC/ MBC/DNC.
  • The parental annual income should not exceed Rs.1.00 lakh

Prize Amount

Tuition Fees- Rs. 8000/- , Maintenance Fees- Rs. 3650/-, Hostel Fees- Rs.15000/-, Special Coaching Fees- Rs. 1500/-, Total Rs. 28150/-

* Note :- Under this scheme Maximum of Rs.28,000/- per year per student for 2 years is sanctioned for 11th and 12th Standard

Boarding Grants (Backward Classes / Most Backward Classes / Denotified Communities)

Boarding Grants are given at the rate of Rs.650/- per month for 10 months to the BC,MBC / DNC Students staying in Government approved Private Hostels

Eligibility

  • The parental annual income should not exceed Rs.50,000/- per annum

Administrative head of the Private Hostel concerned. (through District Backward Classes and Minorities Welfare Officers) Students need not apply separately

Rural Girls’ incentive Scheme- (Most Backward Classes / Denotified Communities Girls only)

Rs.500/- per annum for the girl students of Most Backward Classes and Denotified Communities and studying in 3rd Std to 5thstd Rs.1000/- per annum for 6th Std

Eligibility

  • Parental income is Rs.25,000/- per annum.
  • Students studying in Government / Government Aided schools in Rural areas.
  • For those belonging to MBC / DNC only.
  • Preference will be given to Girl Children of Widows/ Destitute.

Headmaster of the Government /Government Aided Schools concerned in Rural areas.

This scheme is implemented in all the Districts except Chennai District

Distribution of Bi-cycles

Bicycles are supplied to the plus one students of Government, Government aided and partially aided schools irrespective of income and community.

Eligibility

  • Should be the Students (Boys & Girls) of +1 in Government, Government aided and partially aided school ( this concession is applicable to the Free bus pass holders also.)
  • No other condition to avail this concession.
  • Students staying in the Hostels situated in the School premises are not eligible for getting free bi-cycles

Coaching for the Indian Civil Services Examinations

Eligibility

  • Candidate should be a graduate.
  • No income limit for non boarders.
  • Parental income should not exceed Rs.1.00 lakh per annum to stay in the Hostel attached to the institution. Food charges will be at the rate of Rs.1200/- per month.
  • Advertisement will be given in the News papers. Trainees are selected through special test. Training is conducted by Anna Institute of Management.
