Chhattisgarh Agro & Food Processing Industries Policy (2012-2017)

Chhattisgarh is one of the fastest growing states in India and 80% of its population is depended on agriculture and agro based activities. It launched its “Agro and Food Processing Industries Policy – 2012” which is valid up to the year 2017.

Objective:

  • Main agenda of this policy is to enhance farmers’ income
  • Generating new opportunities of employment in agro and food processing sector
  • Adding value to the agriculture produce, fruits and vegetables, pulses ad oilseeds in the state
  • Reducing production cost of agro based and food processing products and to make the marketing of them easy
  • Ensuring availability of good quality food materials to the common people at a cost-effective rate
  • To make sure that farmers have a better rice of agriculture products

Main highlights: Strategies

  • Establishing cluster based small industrial areas for agro and food processing in accordance with the policy.
  • Also, to organize entrepreneurship and skill development programmes in the field of food processing.
  • To open Degree and Diploma courses in the technical sector of food processing.
  • Encouraging the establishment of cold storage, cold chain and warehouse at district and tahsil level to help farmers access to the suitable market price of horticulture crops.
  • Usage of improved irrigation system to ensure production of horticulture crops.
  • Establishing Food Processing Training Centre as well as to make sure of the easy availability of improved seeds and plants.

Actions:

  • Chhattisgarh is a state of energy surplus. So, an uninterrupted quality electrical supply arrangement is given special focus. It is to be applicable to the food processing units.
  • State Mission Director Office is the Nodal Agency to make sure that the state is able to get benefits from the central government’s Ministry of Food Processing.
  • To implement the Agro & Food Processing policy, the benefits of basic infrastructure and the state’s Industrial Infrastructure is being made easy for the sector.
  • Main focus is given onto establishment of new industries, modernizing the old industries and technical up-gradation of them
  • Also it is said in the policy that promotional programmes like workshops, educational surveys, seminars and fairs are to be organized.

Eligibility criteria for industrial investment incentives under the policy:

  • Any sort of incentive/subsidy/assistance is available to those enterprises who employ a minimum 90% unskilled workers and a minimum 50% of skilled workers and 1/3 of the people from management/administration have to be bonafide residents of the state.
  • The minimum investment of ₹100 crore has to be made in head of plant and machinery.
  • One has to strictly adhere to the State Rehabilitation Policy incase he/she wants to establish any project.

Reimbursement concession in VAT and CST, 100% Exemption from Electrical Duty for a period of 10 years, 100% exemption on Entry Tax for a period of 7 years, 100% exemption from Mandi Tax is given under this policy. Also, establishing a Single License System is given priority.
